The town says the agreement requires the developer to transfer land to the Kiawah Island Community Association. The developer says this transfer was contingent on development that didn\u2019t occur.&nbsp;<\/p>\n\n\n\n<p>The developer contends it still owns the property.&nbsp;<\/p>\n\n\n\n<p>Amy Armstrong, executive director and general counsel at the S.C.
