They corrected their staff\u2019s inconsistent permit decision (staff had approved it).  The DHEC Board denied this smaller bulkhead on the same grounds that the original \u00bd-mile long bulkhead permit was denied.  That is, it would interfere with normal inlet migration and have significant cumulative impacts on natural resources.
